Enable/disable/list the recall buffer.
XSPEC> buffer [<on> or <off> or <list>]
This command runs the %ed% on, %ed% off, and %recall%all commands
respectively (see Appendix D). buffer on turns on command line
editing and recall using the arrow/control keys, buffer off turns it off,
and buffer list gives the command in recall stack.
